A community carer who works in the Chadderton area of Oldham said she has been "fobbed off" for months after her reports of fly-tipping remain ignored.
Alison Tagg said she walks "every day" on Holly Grove to Eustace Street for work but finds the level of fly-tipping and household waste dumped on the stretch of road behind the back of Manor Mill to be "appalling".
Photographs show bin bags and litter strewn all over the path and grassy verges, as well as cardboard boxes, a bathtub and other household waste.
Yet despite reporting the problem to Oldham Council multiple times over the past few months, she said it still hasn't been cleared.
"They have never cleared any of it.
"They just fob you off with an email and close the case", she added.
In emails shown to The Oldham Times, Ms Tagg reported the incident on December 19 last year, January 11, and more recently, February 4.
The woman is not the only one who claims to have been 'ignored' by the Council on this issue.
Just last month, a resident of Sunfield Road said his three reports of fly-tipping, dated October 27, December 30 and February 2, went unanswered while fly-tipping persisted on the street.
Bryan Yates said it was only when The Oldham Times ran the story that there was a "massive response" the next day in cleaning up the street.
Councillor Hannah Roberts, Cabinet Member for Neighbourhoods, said: “We share the frustrations of residents when it comes to fly-tipping and the illegal dumping of waste.
“Our staff are out in all weathers, working hard to make sure the borough is clean and tidy.
“It’s unfortunate that lazy people and criminals are happy to dump their waste.
"Sadly, it’s the same across the country and cleaning up the rubbish costs every council tax payer."
The councillor said the council has been contacted on three occasions about waste in the area but said one case was on private land.
“It is the responsibility of the landowner to clear it up.
"We have issued a notice on the owner telling them to clear the waste.
“Following the two further reports, our staff returned to the area and cleared up rubbish dumped on council land, the last occasion being on February 8, 2023.
“An officer will visit the area again to see if more waste has been left and it will be removed", she added.
