More than three-quarters of Oldham Council’s top-paid managers live do not live in the borough.

Data obtained via a Freedom of Information request by the Oldham Times has revealed just 21 per cent of the authorities' top managers are confirmed to live in Oldham.

And the figures, broken down by pay band, show that in general as the salary goes up the proportion living in the borough goes down. 

The council says it recruits the best individuals for available roles.

Those with on the highest pay scale, designated as ‘Senior Manager 1’ earn more than £63,700 per year.

Of the 19 employees designated as such, just four (21 per cent) live in Oldham – with eight living elsewhere in Greater Manchester and seven living outside of the city-region entirely.

Out of Oldham Council’s 2,934 employees, 1,894 (65 per cent) are recorded as living in the borough – with 2,738 (93 per cent) living in Greater Manchester as a whole.

About six per cent of the council’s employees live outside of Greater Manchester altogether.

Those on lower pay tend to be more likely to live in Oldham, with the proportion generally decreasing as pay goes up.

Of 118 senior managers across three different pay grades, all of whom earn over £48,600 a year, just 41 live in Oldham – meaning 65 per cent of the council’s senior managers don’t live in Oldham.

Like the council’s workforce as a whole, more highly paid managers are less likely to live in Oldham.

Nearly 40 per cent of those designated as ‘Senior Manager 3’, who earn up to £51,673 live in Oldham.

About a third of employees designated as ‘Senior Manager 2,’ who earn up to £55,684 a year, live in the borough.

This is compared to just a 21 per cent of those on top pay, earning up to £67,714 a year, known as ‘Senior Manager 1,’ living in Oldham.

By contrast, those with the lowest pay, Grade 1, earn between £9.90 to £10.07 an hour.

Of those employees, more than 90 per cent live in Oldham.
